There are a lot of factions on this issue. The jeepney drivers are not protesting for no reason because they are na “naiipit”.
From what I know, the new model of jeepney the government wants to issue is around 1.6 million, and the government only covers about 300 thousand pesos. Jeepney drivers do not earn big enough to pay such a large amount of money, and that is what they are protesting about.
